Why?

For a quick example, STOLEN vs. SHOT:

                case TC_ACT_QUEUED:
                        *qerr = NET_XMIT_SUCCESS | __NET_XMIT_STOLEN;

                        return 0;
                }
#endif

Note, *qerr is the return value to ->enqueue().
