So it is probably up to user of glibc.

Implementation of the pkeys system calls is arch specific and 
conditional. See kernel/sys_ni.c

glibc is probably talking about ENOSYS being returned when the 
architecture doesn't have support or the CONFIG option is disabled on 
supported architectures.
