shmem_inode_acct_blocks(), shmem_recalc_inode(), and
shmem_add_to_page_cache() are used by shmem_alloc_and_add_folio(). This
functionality will also be used in the future by Live Update
Orchestrator (LUO) to recreate memfd files after a live update.
