Yes, we disabled all non-boot CPUs on suspend by calling =
disable_nonboot_cpus().

The disable_nonboot_cpus() needs IPIs to work. But prior to
calling disable_nonboot_cpus(), the IPIs are disabled in =
dpm_suspend_noirq().
