powerpc's can just go in asm/membarrier.h
$ ls arch/powerpc/include/asm/membarrier.h
ls: cannot access 'arch/powerpc/include/asm/membarrier.h': No such file
or directory
Which is because I deleted it.  Duh.  I'll clean this up.
