[PATCH] fixup! {upload,receive}-pack tests: add --advertise-refs tests

avoids CI windows run failures showing:

  non-executable tests: t5555-http-smart-common.sh
  make: *** [Makefile:90: test-lint-executable] Error 1
  make: *** Waiting for unfinished jobs....
  Error: Process completed with exit code 2.
