[REROLL PATCH v2 2/8] Support mandatory capabilities

From: Ilari Liusvaara <hidden>
Date: 2016-06-15 22:47:52
Subsystem: documentation, the rest · Maintainers: Jonathan Corbet, Linus Torvalds

Add support for marking capability as mandatory for hosting git version
to understand. This is useful for helpers which require various types
of assistance from main git binary.
