Gabriel C reports lguest doesn't compile with CONFIG_BLOCK=n.  Fix
this by introducing a config var for the block device, which depends
on LGUEST && BLOCK.  Do the same for the net driver, rather then
depending gratuitously on CONFIG_NET.
