Justification: Without this patch, in some circumstances EEH incorrectly
attempts to continue PCI recovery believing that MMIO and DMA have been
unfrozen, when they haven't, and in turn calls back into the device driver
even though the device is not accessible. This bug has been observed several
times on IBM CAPI/cxl test systems.
