This fixes CVE-2026-43198. v1 broke the DCCP build on some trees because it did not thread the new argument through every icsk_af_ops.syn_recv_sock implementer. v2 updates dccp_v4_request_recv_sock/dccp_v6_request_recv_sock as well as the TCP/MPTCP/SMC implementers.
