[PATCH v2 bpf/net 5/6] sockmap: Consolidate sk_psock_skb_ingress_self().

SOCKMAP memory accounting for UDP is broken, and
sk_psock_skb_ingress_self() should not be used for UDP.

Let's consolidate sk_psock_skb_ingress_self() to
sk_psock_skb_ingress() so we can centralise the fix.
