Since commit 0c4b2d370514 ("net: remove VLAN_TAG_PRESENT"), the kernel
no longer uses VLAN_TAG_PRESENT.
Update the openvswitch documentation which still contained an outdated
reference to VLAN_TAG_PRESENT.
