[RESEND 1/6] PKT_SCHED: Add generic classifier routines

From: Thomas Graf <tgraf@suug.ch>
Date: 2004-10-29 10:23:27

CONFIG_NET_CLS_IND was dependent on CONFIG_NET_CLS_ACT in cls_fw.c which
is not correct according to Kconfig and wouldn't make sense. This is a
revised patch which has this dependency removed.

Adds generic routines used by classifier to:
 - bind/unbind to classes
 - configure action/police/indev
 - dump action/police
