[PATCH v2 5/5] powerpc: kcsan: Add KCSAN Support

Enable HAVE_ARCH_KCSAN on all powerpc platforms, permitting use of the
kernel concurrency sanitiser through the CONFIG_KCSAN_* kconfig options.

information.
