[PATCH] powerpc/powernv: Use early_radix_enabled in POWER9 tlb flush

From: Nicholas Piggin <npiggin@gmail.com>
Date: 2017-09-27 05:46:12
Subsystem: linux for powerpc (32-bit and 64-bit), the rest · Maintainers: Madhavan Srinivasan, Linus Torvalds

This code is used at boot and machine checks, so it should be using
early_radix_enabled() (which is usable any time).
