[PATCH v7 58/60] PCI: Introduce resource_disabled()

From: Yinghai Lu <yinghai@kernel.org>
Date: 2015-10-08 22:41:04
Also in: linux-alpha, linux-iommu, linux-pci, linux-sh, lkml, sparclinux
Subsystem: alpha port, iommu subsystem, linux for powerpc (32-bit and 64-bit), microblaze architecture, pci subsystem, s390 architecture, s390 pci subsystem, sparc + ultrasparc (sparc/sparc64), tensilica xtensa port (xtensa), the rest, x86 architecture (32-bit and 64-bit) · Maintainers: Richard Henderson, Matt Turner, Magnus Lindholm, Joerg Roedel, Will Deacon, Madhavan Srinivasan, Michael Ellerman, Michal Simek, Bjorn Helgaas, Heiko Carstens, Vasily Gorbik, Alexander Gordeev, Niklas Schnelle, Gerd Bayer, "David S. Miller", Andreas Larsson, Chris Zankel, Max Filippov, Linus Torvalds, Thomas Gleixner, Ingo Molnar, Borislav Petkov, Dave Hansen

Current is using !flags, and we are going to use
IORESOURCE_DISABLED instead of clearing resource flags.

Let's convert all !flags to helper function resource_disabled().
resource_disabled will check !flags and IORESOURCE_DISABLED both.
