It is good that this code exists under CONFIG_HOTPLUG_CPU.  Did you
check that everything works correctly with CONFIG_HOTPLUG_CPU=n?

Yeah, only the code under CONFIG_HOTPLUG_CPU calls the function, so
it should be all fine.
