ZONE_[DMA|DMA32] configs have duplicate definitions on platforms

Also only x86/arm64 architectures could enable both ZONE_DMA and
ZONE_DMA32 if EXPERT, add ARCH_HAS_ZONE_DMA_SET to make dma zone
configurable and visible on the two architectures.

In personal conversations with technical people, I call myself a hacker. But
when I'm talking to journalists I just say "programmer" or something like that.
