MIPS RPM binaries now available for LTP.

Thanks to Carsten Langgaard for volunteering to create the MIPS binary
RPMS.  Carsten doesn't have time right now to actually run and test the
testsuite, so could some MIPS users please download the appropriate binary
(big or little endian) and give us feedback.
