[PATCH 21/22] printf.3: SYNOPSIS: Use 'restrict' in prototypes; ffix too

Both POSIX and glibc use 'restrict' in printf(), fprintf(),
dprintf(), sprintf(), snprintf(), vprintf(), vfprintf(),
vdprintf(), vsprintf(), vsnprintf().
Let's use it here too.
