Thanks for confirming that this is already fixed.
FYI, you check whether a bug is already fixed upstream by checking online
manpages at http://man7.org/linux/man-pages/man5/tzfile.5.html
I now noticed that
https://www.kernel.org/doc/man-pages/what_version.html suggests to
check the online pages, but unfortunately I missed it when I reported
the issue. Maybe this could be added to the bullet list at the bottom
of https://www.kernel.org/doc/man-pages/reporting_bugs.html too.
