What's a good place, init/Kconfig?
An alternative is just making your TEE driver depend on ARM || ARM64 and providing dummy smc wrappers that return an error code for cores older than ARMv7.
It's tempting, but it would mean adding this dummy function for all architectures as it need to be exported to be usable from a load module.
