  githubtool: fix create_pr with the current PyGithub

Repository.create_pull() only takes 'base' and 'head' positionally now and
everything else must be passed by keyword, so creating a pull request for a
new patchwork series fails with:

  TypeError: Repository.create_pull() takes 3 positional arguments but 6 were given
