Define the constant `num_sys_reg_descs` which stores the number of

This refactoring eases the integration of handling system registers for
arm on s390.
How? What is so different in the way you are handling the sysreg array
that you need some arbitrary constant that is not the array size? Why
is this the only array you care about? Why not the sys_insn_descs
array, for example?

It feels like you are papering over some other design issue, and I'd
like to understand that.
