[PATCH AUTOSEL 4.14 38/89] perf ftrace: Use CAP_SYS_ADMIN instead of euid==0

The kernel requires CAP_SYS_ADMIN instead of euid==0 to mount debugfs
for ftrace.  Make perf do the same.
