I think we could optimize asm-generic/atomic.h with acquire | release | full_fence for the arch which only supports "cas" or "lrsc" (no atomic instructions) could use "asm-generic/atomic.h" as the default implementation.
I've omitted the structural changes and optimizations you had prepared for riscv, but I think those can be applied atop (or applied as a preparatory step for the ARCH_ATOMIC conversion).
