It's possible he's missing entries in his /etc/apt/sources.list and/or /etc/apt/sources.d/* or wherever his distro puts such things. Of course, we're speculating, as he hasn't told us yet if it's Ubuntu or Debian or Raspian or some hipster distro nobody's ever heard of.
