what is your kernel version?
maybe you should use NF_INET_PRE_ROUTING instead.

I'm using this Makefile:

obj-m += hello.o

all:
       make -C /lib/modules/$(shell uname -r)/build M=$(PWD) modules

clean:
       make -C /lib/modules/$(shell uname -r)/build M=$(PWD) clean


The hello.c is this:
