git-tag documentation enhancement

Dear Sir,

I would like to enhance git-tag documentation

--Unless -f is given, the tag to be created must not yet exist in the
.git/refs/tags/ directory.
++Unless -f is given, the tag to be created must not yet exist in the
.git/refs/tags/ directory or inside .git/packed-refs file.
