If it was spam you would find more of it using google. I checked (not
too carefully though). They may award any project once a month or so.

It fits my definition of SEO (search engine optimization) SPAM.

* The backlink appears to be what is valuable to them since they make a 
number of promises of things they will do (implied: only) in return for 
a backlink.

* The site appears to be advertising supported.
