The thing is: signed tags cannot be rewritten.  As simple as that.  They 
could be recreated if the committer happens to be the original tagger, but 
even then, it is a rewrite of _tags_, which are _not_ supposed to be 
moving targets.

So it was very much on purpose to disallow rewriting them by default.
