something is wrong with device hotplug with DPDK 17.08

hi ,all
when I pass parameters with the XL710 PCI address :"0000:41:00.1" to
rte_eth_dev_attach(),the
PMD says something like the following and halts and fails
EAL: Cannot find unplugged device (0000:41:00.1)
EAL: Driver cannot attach the device (0000:41:00.1)

does anybody know what happens ?
