[ANN] net-next is CLOSED

Hi!

Linus tagged final v7.3 so net-next is closed. We will look thru
what's one the list, new net-next postings have to wait until the
end of the merge window. For this iteration Linus is planning a 3
weeks merge window duration, net-next will re-open on November 9th.
