[PATCH bpf-next] selftests/bpf: Correct the INDEX address in vmtest.sh

Migration of vmtest to libbpf/ci will change the address
of INDEX in vmtest.sh, which will cause vmtest.sh to not
work due to the failure of rootfs fetching.
