Performance regression in "net: macsec: preserve ingress frame ordering"

Based on the discussion covered here

would a new "ip macsec" option to choose between the 2 ways
(pre-patch versus post-patch) be OK as a temporary relief for sys admins ?

If that might be OK, I can send a patch for review.
