'net-next' is dormant, long live 'net'

Now that Linus has pulled all of the net-next changes into his
tree for this merge window, net-next is not longer active.

All activity will occur in the 'net' tree until the first -RC is
released by Linus, at which time 'net-next' will come alive once
more for new development.
