2.6.26: iwl3945 failing to initialize wep, crypto modprobe failure?

I'm seeing this in my logs when I load iwl3945:

iwl3945: Intel(R) PRO/Wireless 3945ABG/BG Network Connection driver for Linux, 1.2.26ks
iwl3945: Copyright(c) 2003-2008 Intel Corporation
vendor=8086 device=27d2
ACPI: PCI Interrupt 0000:03:00.0[A] -> GSI 17 (level, low) -> IRQ 17
PCI: Setting latency timer of device 0000:03:00.0 to 64
iwl3945: Detected Intel Wireless WiFi Link 3945ABG
iwl3945: Tunable channels: 11 802.11bg, 13 802.11a channels
PM: Adding info for No Bus:phy5
PM: Adding info for No Bus:wmaster0
phy5: Selected rate control algorithm 'iwl-3945-rs'
phy5: Failed to initialize wep: -2
PM: Removing info for No Bus:wmaster0
PM: Removing info for No Bus:phy5
iwl3945: Failed to register network device (error -2)
iwl3945: probe of 0000:03:00.0 failed with error -2

The cause is that mac80211_wep_init is getting -2 (ENOENT) from crypto_alloc_blkcipher(). I compile ARC4 and ECB as modules; if I manually load the modules it all works. I don't really understand the logic whereby the crypto subsystem parses the string and generates modprobes.

It's also possible I'm missing something from my .config (I'm in the middle of trying to prune it). It's below (compressed with "grep ^CONFIG").

Duh.  Turned off KMOD.

Sorry for the noise,
