-x qla3xxx* and ifenslave.c to a package

Jeff please:

remove the "x" file access permission of:
drivers/net/qla3xxx.c
drivers/net/qla3xxx.h

move Documentation/networking/ifenslave.c to a user
space package(iputils, net-tools, ....)
