[PATCH] add refcounting and /proc to nfnetlink_queue

Hi Dave!

This patch is against nfnetlink_queue (which is already in your
net-2.6.14 tree).  Since it adds a file to /proc/net/netfilter, it also
depends on [off-list ref].
