how to build uboot with edk8.2.2 at winxp platform.

I have download uboot.zip from xilinx websit. follow the doc readme.ml300 in uboot to build uboot. but there is NOT gcc to build tools under uboot folder. How should i do? anyone could kindly give me some help. thanks!
