Why does the taskbar go away after a RedHat Linux install?

Does anybody know why sometimes the taskbar on the
bottom of the KDE desktop go away after installation
and first time boot in for descktop setting?

I suspect it was the desktop resolution setting I
specified that messed it up. How do I go about
lowering the desktop resolution?
