Help! for Cross compiler Tools - Need to build kernel drivers/a pp on NT/x86 targeted for Linux/PPC platform.

I would like to Build Linux Kernels/device drivers/applications on a NT/x86
 platform targeted for a Linux/PPC platform.
 Where can I get the proper tools(compiler/linker/debugger/libraries ,..etc)
 I have checked the
 http://members.xoom.com/greyhams/linux/PowerPC-Embedded-HOWTO.html

  but most sites are un-available .

  Is there anywhere I can go and purchase a CD with complete
Software/tools(Compiler,linker/debugger) package.
