[Patch v2] cpufreq: blocklist Qualcomm sm8150 in cpufreq-dt-platdev

The Qualcomm sm8150 platform uses the qcom-cpufreq-hw driver, so
add it to the cpufreq-dt-platdev driver's blocklist.
