PROBLEM: HDD (PATA) 40-wire cable wrong detection

My 133 MB/s PATA HDD is being configured for 33 MB/s due to incorrect detection of a 40-wire cable. 

From dmesg:

My IDE cable is an 80-wire cable (1:blue and black end-connectors and gray center connector, 2: the cable has many more ripples than a 40-wire cable I have.). The IDE cable is connected with the correct orientation. The blue end-connector is connected to the motherboard. The black end-connector is connected to the HDD. Nothing is connected to the center connector. The HDD is jumpered for cable-select. (Single-mode is not available.)

On bootup, the BIOS displays an informational screen showing that the HDD is recognized as UDMA mode 6 (which is UDMA/133). At first, I connected the cable with the backwards orientation and the BIOS informational screen reported the HDD as UDMA mode 2.

The motherboard is a BIOSTAR TA890FXE. The motherboard IDE controller is a VIA VT6330. I also have installed a Promise Ultra133 TX2 PCI IDE controller card. A CD-RW drive is attached to IDE connector #1 on that card.

Questions:

Q1: Is this problem most likely a faulty cable (I don't currently have a second cable to try a substitution), a BIOS bug, or a Linux bug? 

Q2: What additional steps can I take to debug this problem?

it takes might be instructive. (I assume the disk is on the VIA
controller).

Cable clearly is ok as the BIOS detects both states properly.
