[GIT PULL] soc: mediatek: MediaTek updates for v5.9

Hi Arnd and Olof,

Here come the patches for the MediaTek soc drivers.
This time we only have a few new additions to the cmdq-helper which enhances the 
interface the cmdq clients can consume.
