Scope of SEV instruction

Hi,
  I'm trying to find out what is the scope of SEV instruction,
if you have multiple clusters connected to AXI4? That is - is it
limited to inner shareable CPUs, goes to all CPU in out shareable
or just all CPU in system?

Any insights would be appreciated.
