[PATCH] ARM: OMAP2+: Set Kconfig dependencies for PROC_DEVICETREE

Otherwise we get:

warning: (ARCH_OMAP2PLUS) selects PROC_DEVICETREE which has
unmet direct dependencies (OF && PROC_FS && !SPARC)
