warning: 'putc' defined but not used

When DEBUG_ICEDCC=y putc is redefined to icedcc_putc(). This
leaves the putc implemtation in uncompress.h as unused,
triggering this warning. Fix it by not compiling putc() when
DEBUG_ICEDCC=y.
