commit 990eaca068 ("refs: remove dead for_each_*_submodule()",
18-03-2017) removed the public declaration of head_ref_submodule(), but
forgot to remove the definition.

Hi Duy,
If you need to re-roll your 'nd/prune-in-worktree' branch, could you please
squash this into the relevant patch.
Also, I note that this patch does not update the technical documentation to
remove references to these api functions. (see Documentation/technical/\
api-ref-iteration.txt).
