[PATCH] Fix t5516 to create test repo without hooks

Otherwise the hooks will be executed on cygwin and the test will fail
because of the contributed hooks.

Before someone tries to say something about Cygwin supporting
permissions on NTFS and not on FAT: it is NTFS.
